Taglines and Push-Pull Tools in Precast Panel Positioning
A Common Misunderstanding
Taglines and push-pull tools are sometimes discussed as alternatives — two options for the same job, between which a site must choose. This framing is incorrect. They solve different engineering problems at different phases of the lift. Choosing one does not eliminate the need for the other. Understanding what each actually does is the starting point for deploying both correctly.

What a Tagline Does
A tagline is a rope attached to the suspended element and held by an erector at ground level or from a working platform. It applies force to the element through tension — it can only pull. The direction of the pull is determined by the angle between the tagline attachment point and the erector's holding position.
The NZ Precast Industry Guide defines a tagline as "a rope of suitable strength, construction and length attached with an appropriate recognised bend or hitch to the load, which is used to control the load during lifting or positioning." [Source: Precast NZ Industry Guide 2015, §1.4]
Taglines are effective at:
- Maintaining orientation during crane travel. A tagline held steady at a consistent angle resists the tendency of a panel to rotate or drift during crane movement across a site.
- Preventing contact with adjacent structure. A tagline held on the side of the element nearest a structure keeps the element away from it throughout the travel path.
- Managing significant rotation. A tagline applied to the panel face at one end can correct a rotational attitude during the approach phase, where the element has space to respond to the correction.
Erectors using taglines must remain a safe distance from the element. [Source: Precast NZ Industry Guide 2015, §10.3] The effective working distance of a tagline is determined by the rope length — erectors can be many metres from the element and still apply useful directional force.
What a Tagline Cannot Do
A tagline applies force in one direction only: toward the erector. It cannot push. It cannot apply a precise lateral correction at a specific point on the element face. It is less effective as the element descends toward its final position and the tagline angle becomes increasingly vertical — at steep angles, the tensile force has a large vertical component and a diminishing lateral component, reducing directional control precisely when directional precision is most needed.
At final positioning — millimetre-level placement, with the element nearly at its bearing surface — a tagline held from several metres away cannot apply the precise, point-specific correction required. The rope length creates a moment arm that makes fine adjustments imprecise, and the inability to push means only half the directional range is available.
What a Push-Pull Tool Does
A rigid push-pull interface — such as a RiggerSafe® tool — applies force to the element through direct mechanical contact at a specific point. It can both push and pull. The direction of the force is determined by the operator's body position and the tool's alignment at the moment of application, not by the geometry of a rope.

A push-pull tool is effective at:
- Correcting small rotational deviations at final positioning. A precise push at a specific point on the element face produces a controlled rotational correction without introducing secondary movement.
- Applying lateral guidance during controlled, slow-speed final descent. Where the element is descending slowly under controlled crane lowering and must be guided laterally to land on its bearing, the tool applies a direct force at close range with precision that a tagline cannot provide.
- Maintaining the operator's hands outside the primary closing hazard zone. The tool's working length places the operator's hands at a set distance from the element face — outside the zone where the element and fixed structure converge.
What a Push-Pull Tool Cannot Do
A push-pull tool cannot stop a swinging element. It cannot correct a large rotational error in a panel that has significant angular momentum. It cannot be used while the operator is positioned in the fall zone beneath the element. It does not replace taglines during the travel phase, where the element is moving over distance and directional control over a sustained path is required.
Not a substitute for taglines
- A push-pull tool does not manage panel rotation during crane travel
- It does not maintain direction over a long travel path
- It cannot be used safely while an element is swinging significantly
- It does not replace the lift plan's requirements for taglines where specified

What Neither Replaces
Both taglines and push-pull tools are guidance interfaces. Neither is a structural control. Neither replaces the crane's role in carrying the element's weight. Neither replaces the lift plan, the exclusion zone, the competent erection supervisor, the temporary bracing design, or the structural engineer's requirements for the element's support before crane release.
The engineering framework for precast erection places these interfaces in their correct position: supplementary tools that improve the safety of specific human interactions with the element, within a system of controls that addresses the operation as a whole.
